Formation
Cesar Romero débute dans le show-business comme danseur mondain, puis comme boy dans nombre de revues à Broadway.
Carrière au cinéma
Sous contrat avec la Twentieth Century-Fox Company pendant dix-huit ans, Cesar Romero est cantonné à des rôles de séducteur. Il entame sa carrière d'acteur à Hollywood, en 1934, avec L'Introuvable (W.S. Van Dyke). Josef von Sternberg fait de lui la vedette masculine de La Femme et le pantin (1935), face à la fatale Marlene Dietrich. Gigolo ou gangster gominé, il poursuit sa carrière de latin lover dans des films comme La Bonne fée (William Wyler, 1935) et La Mascotte du régiment (John Ford, 1937). Remarqué dans le western Frontier Marshall (Allan Dwan, 1939), il interprète le personnage de Cisco Kid dans une série de quatre films réalisés par Herbert I. Leeds entre 1939 et 1940. Dégagé en 1950 du contrat qui le liait à la Fox, il connaît une période creuse où se succèdent les seconds rôles. Il obtient l'un de ses derniers rôles d'importance dans Vera Cruz (1954), de Robert Aldrich.
Autres activités
Cesar Romero s'illustre à la télévision dans la série Batman, sous le masque du Jocker (1966-1968).
