Norman Foster débute en 1926 une carrière d'acteur de théâtre.
Carrière au cinéma
Lorsqu'il était acteur, Norman Foster n'était que le faire-valoir d'actrices que l'histoire a aujourd'hui oubliées. En 1936, il passe à la réalisation pour les studios de la Fox. Il signe les séries Charlie Chan et Mister Moto, réalise les différentes aventures de Davy Crockett, de Walt Disney, ainsi que quelques films d'aventures. En 1943, il achève et signe un film d'Orson Welles, Voyage au pays de la peur. De son oeuvre peu saluée par la critique et quelque peu boudée par le public se dégagent deux westerns, Rachel and the stranger (1949) et Navajo (1952), et Woman on the rune (1950), un thriller. Dans les années 1960, il se tourne vers la télévision.
Norman Foster fonde avec Hall Bartlett sa propre société de production : B-F Productions.

À partir des années 1960, Norman Foster se consacre à la télévision.
